President Obama Rescinds hspd # 8

Subject: Organizing for Homeland Security and Counterterrorism

My highest priority is to keep the American people safe. I believe that Homeland Security is indistinguishable from National Security.

National Security Presidential Directive - 8 is hereby rescinded.

Okay - just discovered this one. Other than it seems that our CinC wants to run all Federal disaster responses out of the White House - it also seems that he has cancelled every Homeland Security program.

I can't find a reference to National Security Presidential Directive 8, but Homeland Security Presidential Directive 8 is the National Preparedness Goal, and the foundation of all planning, training exercises and equipment programs of every emergency preparedness organization in the country.

Rescinding it would throw everything into total confusion. Can anyone confirm or deny that the reference to NSPD 8 is different from HSPD 8?

Yep - you guys got it.

NSPD 8 established the White House positions for homeland security.

Doesn’t seem like this is a big change - for now.

Strange though how the new directive seems to want to “...retain within the White House the capacity to coordinate...”

I think I see now the source of Sen. Byrd’s discomfiture.

Well, it does to some extent. NSPD-8 is a secret directive. Also it says that Obama revoked it right away when he became president, so I guess HE knew what was in it. Or maybe he didn't. Who knows?

This is troubling............. the power of the homeland security department under the umbrella of the white house would give the white house it’s own secret police. Above the cia, fbi federal, state and local L.E.A.

Well, that’s one reason why some of us were uncomfortable with Bush’s homeland security. I trusted him not to abuse it, but could we trust he Democrat successors not to abuse it?

Also, frankly, Homeland Security turned out to be a bureaucratic nightmare, with layer after layer of bureaucracy piled on top of existing agencies. It’s far from clear that that really solved any problems, because it was still a broken CIA and a broken FBI and a broken FEMA underneath, inherited from clinton.

There must be more to this because the secretary of Homeland Security (to which FEMA is part) already reports directly to the president as do all executive branch agencies. If the president wants direct operations from the White House all he needs to do is pick up the phone.

Being involved in public safety for 34+ years, this is troubling. There was an expression that said "All disasters are local" meaning, all support comes in to support the local responders, not a 'take over' by big brother. This required competent local folks - arguably not seen in some parts of the Gulf Coast during Katrina. This is a power play pure and simple, and maybe a 'job security' thing for his newly-established civilian support arm of the DoD.

I agree completely, unfortunately President Bush allowed the dems to define Katrina as his personal failure. He did nothing to defend himself or his administration. It was a 100 percent local failure and Rove and Bush accepted full responsibility.
