BLAME BUSH!

Reminds me of an old Soviet era joke. Just before he dies, Stalin calls Khrushchev to his bedside and hands him two envelopes marked #1 and #2. Khrushchev looks puzzled and asks Stalin to explain. Old Joe tells him that when things get really bad, open envelope #1 and follow the directions. It will buy him some time. Then when things get worse, he should open envelope #2 and follow those directions.

Khrushchev thanks him and keeps the envelopes until his first major crisis some years later. He opens envelope #1 and it says "Blame everything on me. The masses will understand and forgive you for awhile." Khrushchev follows the advice and it works as promised, for awhile.

But things get so bad that he reached for envelope #2. The directions are: "Prepare two envelopes for your successor just as I did for you."
