This is a principled vote. It has long been a Conservative principal that the President should, with few restrictions and reservations, have the cabinet that the President wants.
Sorry, but it doesn't work that way. You don't have to live in a state to campaign for its candidates. Hillary Clinton actually got elected Senator from NY without ever having lived there.
