US Sen Bingaman Outlines Climate Change Energy Legislation

WASHINGTON -(Dow Jones)- Influential Democratic U.S. Sen. Jeff Bingaman, D-N.M., has set the stage for a congressional battle with the Obama Administration over upcoming climate legislation.

Bingaman, who heads the Senate Energy committee, outlined Thursday a package that would give a major boost to the renewable energy, efficiency and transmission sectors and reveals that, despite their censure of the oil industry, Democrats acknowledge that crude oil will play a vital role in the nation's energy mix for years to come.

Speaking to reporters at a Platts Energy Forum, Bingaman said his energy committee will be considering legislation that would create a national emergency stockpile for gasoline and diesel fuel, a policy the Department of Energy last week told Dow Jones Newswires it's also considering.

The chairman, however, objected strongly to President Barack Obama's proposal to cut greenhouse gases by capping emissions and auctioning off 100% of the credits for the right to emit.

Bingaman said such a plan would place too much of a financial burden on the electricity generation industry, and therefore also on consumers and the economy. The Energy and Commerce Committee is drafting a major new energy bill over the next few weeks that would establish a federal requirement that an increasing percentage of power come from renewable energy sources and efficiency measures, and give the government much stronger powers to site national transmission lines. Meanwhile, Senate leaders have said lawmakers are working on developing a climate change bill that would cap emissions and create a market for the right to emit.

The democrats need to wake up to the fact that the US can not afford their delusions about global warming. They have to give up the sham excuse to grab even more power.

Why, wasn’t there enough leverage in the deal? They should auction off 500% of the carbon credits created.

Unknown to many is that Bing-O-man was the biggest idiot in the Senate. His mantle of biggest idiot was replaced when New Mexico elected Tom Udall (D) Senator in 2008.

I don't think you are familiar with a certain Senator Boxer from California. Bingaman is a genius compared to her.

The Drive By Media laughingly refers to ‘Hawaiian Born’ Obama keeps his office so hot jackets are removed. Hawaiian born apparently means you can’t take cold weather....Obama’s America is not the same America he sees for and uses for himself......apparently not for the British Prime Minster and Mrs. Brown either as both Obama’s were rude to these great friends of our Nation.

Hmmm. Maybe some of Pete Domenici’s even handed treatment of the energy industry over the years rubbed off on Bingaman. But more likely even a liberal Democrat like he is realizes what a disaster it would be for the industry and then the country to replace relatively cheap, reliable energy with energy that depends on the whim of the wind and the sun.

right to emit.

Can someone get paid to consume CO2? For a small fee ocean freighters could sprinkle enough algae nutrients to start a major ice age.

Water rights are generally first in time, first in right. There is no volume tax for this right to consume, else farmers would go out of business. CO2 rights should follow this template.
