Yes they are, as a Trooper was writing my ticket many years ago, I said "but I was only doing 5 MPH over the speed limit" and he said "yes sir, and the key part of that sentence is; 5 MPH over the limit", "Have a nice day, sir" as he hands me the ticket... ;-(
