Possibly. On the other hand, a little politeness isn't too much to ask from our public servants.

Here in North Carolina, the state trooper writing you a ticket will say "Sir" and "Ma'am" and "Please." It's a mark of professionalism.

Agreed.
Texas State Troopers are the most polite and professional people you will ever encounter as they are writing your ticket.

I just posted yesterday about a rude public servant, so I hear you there. But this guy was not an American, and when you're entering a strange country, you don't try to be annoying first thing.

Just do what the guy asks and go on your way.
