Thanks guys. I think I got it now. I think need to go back and read the Constitution again. Somewhere along the way I missed the significance of this.
Back when people could count they went door to door.
But the homeless and transients claimed they weren’t counted. So now census takers can make estimates of population in certain areas where crime might scare them to enter.
Of course, the more poor, homeless, afflicted etc that can be counted can always be used for liberal agendas.
The idea can be to water down income demographics. Those numbers can affect everything from welfare benefits to property tax rates. It will always be the poor who are affected by redistricting and it will always be unfair somehow if they aren’t all (estimated)...er counted.
