No, but you could use a hard copy of it, so long as it has a raised seal, the registrar's signature, and was filed within 1 year of your birth. I just did that a few weeks ago. It works.

The state department disagrees. They are very clear in what they regard to be a birth certificate:
"A certified birth certificate has a registrar's raised, embossed, impressed or multicolored seal, registrar’s signature, and the date the certificate was filed with the registrar's office, which must be within 1 year of your birth."
Obama's has all those things.

Not true. A few years ago I called off to the county clerk's office where I was born in Illinois and got them to send me a new copy of my birth certificate, which looked pretty much like the Obama document. I had no trouble at all using it to get a passport.
My are some people naive. You do realize that the birth certificate claims account for only about half the lawsuits. If he allows any of them to go to trial, he admits the plaintiff's have standing, which means he'll then be tied up in endless litigation as suit after suit will continue to be brought.
That's why the correct response to a frivolous lawsuit is a motion to dimsmiss on basis of standing. Doing anything else is an invitation to spending a lifetime in court.

Can you explain why it was necessary for him and his people to access State Department records of Obama’s as well as the records of the other candidates, or what Biden found out when his senate commitee investigated the break in to those records?

It's legally impossible for him to be an Indonesian citizen. US law did not allow minors to renounce their citizenship or lose it on account of the actions of their parents. Indonesia did not allow anyone to become an Indonesian citizen unless they renounced or lost their prior citizenship.
