Obama's speaks again of a National Civilian Security Force

Excerpts from Obama's speech today at the dedication of Abraham Lincoln Hall at the National Defense University in Washington, D.C.:

"The attacks of 9/11 signaled the new dangers of the 21st century. And today, our people are still threatened by violent extremists ...

Yet terrorism and extremism make up just one part of the many challenges that confront our nation. ... A historic economic downturn has put at stake the prosperity that underpins our strength, while putting at risk the stability of governments and the survival of people around the world. ... Poverty, disease, the persistence of conflict and genocide in the 21st century challenge our international alliances, partnerships and institutions -- and must call on all of us to reexamine our assumptions.

These are the battlefields of the 21st century. These are the threats that we now face. And in these struggles, the United States of America must succeed -- and we will succeed.

We also know that the old approaches won't meet the challenges of our time. ... No army -- no matter how strong -- can eliminate every adversary. No weapon -- no matter how powerful -- can erase the hatred that lies in someone's heart.

So it falls to institutions like this -- and to individuals like you -- to help us understand the world as it is, to develop the capacities that we need to confront emerging danger, and to act with purpose and pragmatism to turn this moment of peril into one of promise. That's how we will find new pathways to peace and security. That is the work that we must do.

Now, make no mistake: This nation will maintain our military dominance. ...

But we also need to look beyond this conventional advantage as we develop the new approaches and new capabilities of the 21st century -- and in that effort, this university must play a critical role.

America must also balance and integrate all elements of our national power. We cannot continue to push the burden on to our military alone, nor leave dormant any aspect of the full arsenal of American capability. And that's why my administration is committed to renewing diplomacy as a tool of American power, and to developing our civilian national security capabilities. This effort takes place within the walls of this university, where civilians sit alongside soldiers in the classroom. And it must continue out in the field, where American civilians can advance opportunity, enhance governance and the rule of law, and attack the causes of war around the world. We have to enlist our civilians in the same way that we enlist those members of the armed services in understanding this broad mission that we have.

Well, here's an excerpt from a related FR thread from four weeks ago:

A little-publicized Department of Defense Directive (Number 1404.10) establishes a "DoD Civilian Expeditionary Workforce" and rescinds a prior directive dealing with the emergency use of civilian personnel.

The new 1404.10, dated January 23, 2009 -- just three days after the inauguration -- is effective immediately, and cancels the prior directive of the same designation ("Emergency-Essential (E-E) DoD U.S. Citizen Civilian Employees"), that was issued in 1992 under President Clinton. The 1992 directive specifically deals with overseas deployments of civilian personnel, and mentions the term "overseas" no fewer than 33 times.

The new directive does not mention the term "overseas" in the body of the directive even once. The word "overseas" appears in the new Directive 4 times: once as as a reference; once to describe a database "code"; once to describe the code values; and once in the Glossary. In other words, the new Directive doesn't apply to the overseas deployment of civilians at all, but applies to their deployment in the United States mainland.

The previous Directive does not mention "restoration of order" or "stability operations." These operations are prominently featured in the new directive. In fact, these functions are central to the mission of Obama's new DoD Civilian Expeditionary Workforce:

Members of the DoD Civilian Expeditionary Workforce shall be organized, trained, cleared, equipped, and ready to deploy in support of combat operations by the military; contingencies; emergency operations; humanitarian missions; disaster relief; restoration of order; drug interdiction; and stability operations of the Department of Defense in accordance with DoDD 3000.05...

While the directive suggest that the DoD will seek volunteers, Section 4 (d), subsection {e} paragraph 2 states: Management retains the authority to direct and assign civilians either voluntarily, involuntarily, or on an unexpected basis to accomplish the DoD mission.

Do you remember that among the Basji’s army were the children -— the misfit and the mentally retarded? The children’s army given toy plastic keys to use to open the gates of paradise, for they were sent into the killing fields of the Iran-Iraq war to be human mine clearers.

So too has Obama engaged our intellectually naive young people and given them rhetorical trinkets “Hope and Change” and sent them forward throughout the land to break and defuse the angry reaction of the sane upon learning of his plans?

The damages caused by the Cultural Revolution were seen by impartial observers, by the majority of China’s population, as well as by the Communist Party of China, as an epochal unmitigated disaster for the country and its people.

It is a cultural revolution that Obama is calling for and working to bring about. Those who claimed I was overboard with the brownshirt analogy have some merit — perhaps the far closer analogy is the Red Guard!

Thanks, I am aware of the Basij’s reprehensible tactics of using the handicapped, and impressionable young people, to do their dirty work. Given the opportunity, ACORN already has the infrastructure in place to move in a similar direction.

The Selective Service agency “floated” the idea of a “special skills” draft.

To make this acceptable the government would have to draft only a small number of people or use a “crisis” (everything is a crisis nowadays) to make the population submissive.

The MSM will likely pump out lots of propaganda about “giving people and opportunity to give something back.”

Don’t we have them and they are called the National Guard?

You have to remember that the national guard is controlled by the governor of the state. Obama would control a national police force.

If the president conscripts the national guard, they become subject to the Posse Comitatus law. The national police force would not be so hindered. This is Obama’s attempt to circumvent the Posse Comitatus law, and sic the brown shirts on the american people.

We do not need another police force inthis country.

plus 3.5 billion dollars of Obama stimulus money. They can do a lot of damage with that kind of money.

I could use some help. I’ve been looking for a quote either from Obama or his WH staff about martial law. Something from Obama himself. I have some members of congress talking about threats of martial law just before the election, I don’t need that.

Someone challenged me to prove it. The state sovereignty bills [NH and AZ] mention martial law. I can get those bills. But what did O say that the legislators took it so seriously?

IIRC I thought there were statements in November but I can figure out how to to a search on FR to go back that far. Don’t know what I’m doing I guess.

It is sort of connected to the topic of this thread, the civilian security force, and I hoped someone here could help me.

Hitler felt the same way about the S.A. I’m glad my grandfather, who lived through this in Germany, didn’t live to see this in the adopted country he loved.

I agree with you, BUT there is a problem. I know the news keeps saying ammo sales are extremely high throughout the country, but I think it's really just a small bunch of people buying large amounts. I live in South Mississippi where everyone hunts and has guns, so I took a little poll among my friends and associates. The question was "how much ammo do you have for EACH of your guns?". Routine answers were:

1 to 2 25-round boxes of shot shells

1 to 2 5-round boxes of shotgun slugs

1 to 2 50-round boxes of pistol ammo

1 to 2 20-round boxes per rifle.

There were exceptions, but those were the average answers.

That's not a lot if the sh*t hits the fan! You can have a dozen different guns, but only a couple of boxes for each caliber / ga isn't going to last too long. Especially if you have to move around, it's kind of hard to carry them all in a skirmish. I'm not saying how much I keep handy, but I'd have to let some gun barrels cool down a few times before I would even get close to running out. ) :

What is it that you know better? IMO the left has been trying to provoke the right into violence for at least the last ten years. And I mean from the highest levels of elected officials not street level activists.

It seems we may be forced to constitute our own militias, drawing upon trained veterans, before they can get the street rabble armed and formed into ill-controlled and undisciplined bands of thugs with police powers. The republic is worth fighting for.

NB — To anyone in an intelligence gathering apparatus monitoring this site: I mean this as a purely hypothetical proposition at present and have not conspired with any person, nor have I taken any overt action in furtherment of the action described.

man now thats a VERY low number of ammo!!!

I wont say how much I have, but suffice to say that its at least an order of several magnitudes :-)

I do need to stock up on 9mm, .223 green tip and others but the $$ is very tight now.

I spoke to a friend a couple weeks back and he advises at least 1000 rounds PER weapon (not caliber) and he has quite a nice collection imho.
