Too late. It happened during the Clinton administration when the Phoenix office of the FBI put out a pamphlet stating:
If you encounter any of the following, Call the Joint Terrorism Task Force: defenders of the US Constitution against federal government and the UN

People may not want to believe it, but it happened. They even held a press conference because of it. One of the officials stated it was accidentally released too early!
