I don’t now if this gets us very far. Who gets to decide whether or not the proof is in compliance with the Constitution? John McCain’s birth certificate shows he was born in Panama. Does that comply with the Constitution? There are those that argue natural born means born on US soil. Barack Obama’s may show his father to be a British citizen, which could disqualify him. Does this leave it up to the House committe on Administration to define natural born? What if they decide all you need is for one parent to be a citizen?

It does since the law was (retroactively) changed to include the children of military personnel born where their parents are stationed.

The meaning of the phrase must be clarified by the SCOTUS, to follow strict constitutional process. But the Roberts subpreme court has already shown they do not see that moldy Constitutional contract as sacrosanct and have lent their credulity to raise this affirmative action lying fraud to the office of president.

“Natural Born Citizen” means something very simple, to all but the dumbest of minds:

Natural Born Citizen is the OPPOSITE of Naturalized Citizen.

You either became a citizen due to a court or legal process, or you were recognized as a citizen, under US Law, from the moment of birth.

John McCain IS a Natural Born Citizen. John McCain's US Citizen Parents were old enough, and met all qualifications, to pass citizenship to John McCain, at birth.

Bobby Jindal is a Natural Born Citizen. He was born in the United States.

Neither McCain nor Jindal ever had to have any legal process completed, by their parents or by any court, to obtain citizenship.

This Congressional bill is a very good idea. We need legislation, at both the Federal level and the State level.

This will force Obama to be “embarrassed” in a few years, when he wants on all of the State ballots again. As for the one parent or both parent questions that you ask, please consult the US State Department: Image and video hosting by TinyPic

They've already decided the qualifications to be a citizen. The 14th amendment says all persons born in the US are citizens. Various laws say that if one is born abroad of two US citizen parents, or in most, but not all, cases even only one, you are a citizen. You can also become a citizen by naturalization.

The problem is that the requirement is to be a "Natural Born" citizen, and thus defining that term is the problem. Congress *cannot* do that by themselves. They could have when they passed the 14th amendment, but they did not. Thus we are left to figure out what "natural born" meant when the requirement was written. Only the Courts or a Constitutional amendment can do that. The amendment could either define the term, or could change the "natural born" requirement, to just "citizen". (Good luck with that).
