Not at all, actually. And, yes they might, if only to stop being sent to jail for their bad habit.
It was legal in George Washington's day, and that didn't seem to be a problem back then either. I think the problem with the welfare state lies more in the realm of public education and it's brainwashing of the nation's youth. If you separated the powers back to the way they used to be regulated, you would not have half the federal involvement in people's lives you do now, and therefore, you would not have the beliefs propagated by the federally backed public schools.
People would value hard work and personal achievement more and those kind of people don't let drugs like alcohol or pot ruin their achievement. I can't see how a motivated individual like Michael Phelps has been made lazy by being a pot user, btw. That's just a myth, because the motivated person will not let himself get that way, while the unmotivated person will always find something to ruin himself with. It all starts with a person's beliefs.
