Reminds me of a few years back when I was Whale Watching in San Diego Bay. A Navy sub surfaced RIGHT NEXT TO OUR 80 foot boat and scared the cr@p out of all of us on board!

I hate being on the water. It always turns out badly for me...

I was on the USS Mars (AFS 1) when it collided with USS Cook (FF 1083) in 1979. Very interesting experience.

At least it didn't surface UNDER you as happened with a Japanese fishing boat off Hawaii in 2001 resulting in several dead fishermen.

Believe HARTFORD was certified for all-electronic (paperless) navigation. There should have been all sorts of alarms going off on the Control Room prior to impact.

So right you are — and for very good reasons !

It seems these Naval mishaps come in “bunches” — from my experience over the years.

Time for the Navy to have a close look at our competency level and optempo. These two elements of the equation are intregally related IMHO.

The rapid rotation of the Commanding Officers is one compelling factor in the competency issue. Additionally, often some of the truly unsatisfactory naval ship captains are long gone — often promoted to 0-7 — before their detrimental impact upon the commands have been fully ascertained.

(I speak to this issue with substantial first hand experience.)

The idiot OOD should have had all sorts of alarms going of in his head, like what is that skimmer @*(#*! doing turning towards me, as he rings up flank, and puts the rudder over to evade while calling the CO to contact the idiot's commodore and B!Tc4. This is like bumper cars between a tandem truck and a Corvette.

Some years ago, the Navy discovered that they needed to insist that officers spend a lot of time sailing sailboats, sort of like kids on the playground with tricycles before you let them have cars.

I'm guessing that our hyperregulated modern military, worried more about which uniform is in and which is out, forgot that you are giving expensive toys to not very experienced boys and girls and you need to train them to do their real jobs.
