You got it! Thats exactly what it is.
Not surprising if you have read this book, I read it and then promptly moved ALL our investment money off shore ( legally of course). Thirty dollars was never better spent, it sure saved me a lot of headaches fiancially, in showing me what was to come, back in early 2007.
