I can imagine Barky not knowing who the President of France is, but there is no way he writes his own letters. Surely the rest of the people in the administration know.

That may be the problem. His admin is full of Clinton people. The mistake could have been a memory lapse or sheer stupidity. But, if Obama doesn't read things before he signs the fault is ultimately his 'cuz as he says "the buck stops here", lol.
