I think this is taken out of context. One of the on line comments on the newspaper's website says

"en fait Obama répond à une lettre que Chirac lui a adressé au nom de sa Fondation pour la paix et l'environnement. ce n'est en aucun cas du dédain à l'endroit de Sarkozy. c'est dommage que l'article ne précise pas le contexte de cette lettre

which seems to be saying it's a response to the Chirac Foundation.

Yes, it says that Obama was replying to a letter that Chirac sent to him in the name of his Foundation for Peace and the Environment adding that it was not meant as a diss on Sarkozy. So this must be from a followup article or something. I’m confused...
