Nope, but that was exactly the case in Jackson Co, MO, years ago. The only way a civilian could get a CCW before MO passed the "shall issue" law was you had to become a "reserve deputy." Funny how only friends of the sheriff were able to "join up." And when the sheriff was replaced, it was interesting how if the old and new sheriff weren't "connected," all those people would lose their CCW permits. There were attempts to take the sheriff to court, but I believe that they were thrown out on the grounds that MO didn't allow civilians to carry concealed weapons to begin with. So only those with "connections" could carry.
