All bills submitted in either house of Congress must be read aloud in full on the floor of the respective chamber by the person submitting them. The person submitting a bill must answer any questions regarding the bill from fellow Senators or Representatives in person on the floor of the respective chamber. No staff may assist in any phase of the process.
