So, how expensive are these cages to build? Is it possible to retro-fit major buildings and services without costing more than we have? Wait, we’re broke, but assuming we had it to spend?

A tin shed, properly grounded, would work as a Faraday Cage.

I don't know. I have a tin shed out back and I think all I have to do is ground it well and things inside are protected.
