If you think the significance of what Hussein did is lost on the Arab world, then you have not a single clue as to what you are talking about.
Maybe he did it through ignorance. Or arrogance. Maybe he didn’t take the time to have someone on his team read up on customs and protocols, maybe he didn’t listen to them, or maybe he just didn’t care. Or maybe he did it intentionally.
