It seems that they will only kick in the door and shoot you and your dog if they believe that you are not a threat to them. The exception, of course, is the recent Oakland shooting where the SWAT team stormed an apartment with (I believe) the intent of executing a cop killer.
And had the SF police pursued that cop killer will exactly the same resources and fervor with which they would pursue the murder of say Joe Blow, there would be two more swat officers still alive today.
