The United States, Japan and South Korea will view the launch as a violation of a U.N. Security Council resolution passed in 2006 after Pyongyang carried out the nuclear test and other missile tests.
That resolution, number 1718, demands North Korea "suspend all activities related to its ballistic missile program."
U.N. Security Council diplomats have told Reuters on condition of anonymity that no country was considering imposing new sanctions but the starting point could be discussing a resolution for the stricter enforcement of earlier sanctions.
Both Russia and China, the latter the nearest the reclusive North has to a major ally, have made clear they would block new sanctions by the Council, where they have veto power.

BOLTON: I don’t think the U.N.’s going to do much of anything. I think it’s very unlikely they’ll get a stiff sanctions resolution. The sanctions that were imposed in 2006, when North Korea tested missiles and a nuclear device, obviously haven’t not stopped them.

The UN is a barrier against action. The language of the resolution is the international equivalent to telling your child you would never lay a hand on them and then threatening a spanking

So Joe Biden was right after all... It’s only been 3 months and the Obama Administration just got it’s first foreign policy test, courtesy of that fat little dog-eating dictator in NoKo.
So, what next? What is to be done with a country who just tested intercontinental missile technology for their number 1 customer, the Iranians? Will the Obama/Clinton foreign policy team do anything meaningful? Recall that the last Democrat SecState to visit Kim Jong Ill, Madeline Albright, was photographed toasting Kim with a glass of white wine...
This test will also prove to be further motivation for Israel to take pre-emptive military action against the Iranian nuclear weapons manufacturing capabilites, as well as any Iranian missile launching facilities that they can find which are capable of supporting one of these NoKo ICBMs. This missile is tailor made to hit Tel Aviv from virtually anywhere in Iran, and Iran is first in line to buy these missiles.
Let’s see if Obama does anything besides talk. Conversely, let’s see if this missile test ends the talk in Israel, and how long it takes to provoke some direct action from Benyamin Netanyahu....

I can't recall a single time when diplomatic sanctions actually worked. Reagan's "diplomatic sanctions" (delivered by fighter squadron) sure worked with Libya, though.

Obama said that “rules should be followed, and words mean something.”...I almost choked. Since when has he kept his word about anything in the primaries, in fact, didn’t he say “it’s just words”. What a buzzhead.
