I wonder — if they doused the perp with water and THEN Tazed him, would that improve the charge distribution and thus increase the pain? Worth trying next time.

Shut down BART for about a month, and see what the citizens want then.
I predict that the ordinary every-day passengers will whip to death anyone who tries to continue to disrupt BART and it’s movements.
All of this proves to me that there are waaaaayy too many people living in Oakland who are on government assistance and do not have a job to fill their days. They are also probably unemployable because they don’t seem to make it thru 12 grades of school.
