DALLAS -- A judge blocked the Texas Department of Public Safety on Thursday from continuing to enforce new rules that prevent some legal immigrants from obtaining driver's licenses and identification cards.
State District Judge Orlinda L. Naranjo in Austin issued a temporary injunction and found DPS acted outside its scope of authority when it adopted the policy last year.
"This case is not about illegal immigrants obtaining driver licenses, it is about legal residents who have been denied or have been threatened a denial of a driver license," Naranjo wrote.

Well now, we Texans are just gonna hafta appeal the Decision of this Ignorant Individual who is preventing the enforcement of the law.
As long as they are Legal Residents, they should not be denied a DL.
Border agents seize more than 4 tons of marijuana
EL PASO, Texas — U.S. Customs agents have found more than four tons of marijuana in a truck crossing into the United States.
Customs and Border Protection agents found 9,084 pounds of marijuana hidden in a commercial shipment of auto parts being driven across the border from Ciudad Juarez, Mexico, on Wednesday.
Officials said that when the drugs were found the driver of the 1995 GMC trailer was traveling in the Fee and Secure Trade lane, which requires the driver to be preapproved for expedited entry.
More than 6,600 bundles of marijuana, worth an estimated $7.2 million, were found mixed in with the auto parts.
No arrests were made.

My wife is legal resident. I am glad she can now get a TX drivers license. I say %$&* off to those who would deny legal long-term residents licenses.

If you read the entire story, the new guidelines were to exclude people who could not prove they were going to be within the state for at least a year - which would apply mostly to those with temporay visas who had come to the U.S. the proper way.
I'm not upset with the ruling. To me, the state identifications need to be spread as wide as possible provided they clearly state who is allowed here temporarily and the date their visa expires so any election judge or election observer can clearly see that they are not eligible to vote.
I believe a good compromise can be found here that allows more people to obtain licenses or ID cards yet addresses the concerns of the DPS in terms of fraud.

Based on the article, these people are not long term residents OR immigrants.
They are people here on temporary work visas or seasonal migrant workers. That’s why they only have short term visas

I couldn’t get her a license even though she was in on a “spouse of an H1B VISA holder VISA” (I forget the exact name). This is a three year VISA, which is hardly short term. I could get the license but not her.
I think the article may miss the biggest problem - spouses unable to drive, even though the working/main VISA holder could get a license.
