So how do they make it shoot downward? Why use a weapon they could NOT aim right?

The pirates are a protected class. See BlackHawk Down. The Army begged for tanks (M1 & Bradleys) but the Congressional Black Caucus told Clinton NO tanks will be used against Africans. I concur, a SEAL Team with snipers should be able to take care of these 4 pirates relatively easily. We would not want to send this kind of message to the bad guys around the world.
How far away is our destroyer from the lifeboat anyway? How far have they been ordered to stay away? I would think that unless CIC ordered them to stay far enough away to be of no help, they would have been able to get to the Captain when he escaped.

How about educating the obviously ignorant? Block 1B Phalanx Surface Mode (PSUM) incorporates a side mounted Forward Looking Infrared Radar (FLIR) which enables CIWS to engage low slow or hovering aircraft and surface craft.
Further, they have thermal imager Automatic Acquisition Video Tracker (AAVT) and stablilization system that provide surface mode and electro-optic (EO) angle track. These Block 1B enhancements will allow day/night detection capability and enable the CIWS to engage small surface targets, slow-moving air targets, and helicopters.
Now that you are educated, you can say “thank you”.
Solution: take 10 Navy Seal divers to swim underneath the raft and overturn it. Rescue the captain and let the pirate rats be shark food. DUH.......
