They way it sounds, it is directed at any one with a breeding (able to breed) dog - a dog that is not spayed or neutered. That includes the family pet that you might want to let have a litter of puppies someday. Around here family and friends are the first to take the puppies.
Ive had a number of dogs in my life time - and all were free. Our Pomeranian was free too - we rescued him from a neglectful owner.
If this spreads and becomes law I may have to buy only a pure bred from an expensive breeder.
And nothing would be better than to have people of your ilk define both, right?
