I seem to remember something along the same lines being floated around in California a few years ago.
I think Montgomery County MD has allowed ALL to vote in local elections regardless of status for years. The ‘idea’ being that since they paid local taxes etc they should have a say in local politics....The same communities also banned nuclear weapons in the area.....
