I’ve heard this logic from Chinese coworkers. “Chinese are so poor and uneducated, they need to have information selectively given to them.” I was amazed.

It would be in reference to another person.

Ironically, you will very often hear Chinese in America, use the term to refer to non-Chinese. “Lao wai”.
