Who can remove Fr. Jenkins’ faculties?

If I understand this correctly, even an "order" priest (like Fr. Jenkins, CSC) receives "faculties" (permission to celebrate Mass publicly, to preach, to hear confessions or administer the sacraments) from the Bishop of the diocese. The Bishop has full powers within his diocese to legislate, administer and act as judge for Canon Law. I emphasize "within his diocese", not elsewhere.

On the other hand, I think Jenkins' Father Superior in the CSC's, Fr. Hugh Cleary, could suspend Fr. Jenkins' faculties anywhere in the world.

I ain't no canon lawyer. A good plan would be to contact both of them.
