We can't allow everyone to come here who wants to come. We have caps on various categories of immigration and on non-immigrant work visas. There are 3 million people waiting in line overseas who have completed all of the paperwork to come here as an immigrant, but they are waiting their turn. Some wait in line for up to 10 years.
