your ‘masturbatory’ theory only applies if NO ‘officer of the court’ takes their presentment and files charges or launches an investigation. Our Bill of Rights gives them the ability to do what they’ve done. Time will tell if it bears fruit.

In the last century? Not that I'm aware of. A history and/or legal buff may know though.

However, because it's not widely known or shown on law and order...does that mean they should stop trying to get the attention of officer's of the court? Stop exercising their 5th Amendment right? Perhaps Washington should have stopped trying after all of his early failures and set backs during the Revolutionary War.

When the Grand Jury’s find 1 judge, or sheriff or prosecutor in the country, to follow up on their presentments - will do.
