From what I gather, it’s like a moot or mock court. Groups organize a mock grand jury, review “evidence,” and decide whether to indict Obama for lying about being a US citizen. Apparently, a “grand jury” that met in Ohio decided to “indict.”
If one does a search on the history of grand jury's, you'll see that the government (i.e. prosecutors) have essentially grabbed the power and control of grand jury's.
If you'll read what these folks are saying, you'll realize that what they are doing is giving 'officers of the court' their 'presentments' in the hope that the will take it to the next step and convene a (prosecutorial) grand jury and/or court order discovery into their allegations found in their presentment.
