Solar needs to be at an efficiency of at least 70-80% to become cost effective.... recently they broke 10%.

No, actually they don't. What they need is to be produced more cheaply. Nanosolar's thin film CIGS cells can currently be produced for $0.30/watt, and this will likely go lower. At this level thay are already cheaper than coal. And they run around 15% efficient.
