House to Vote on Hate Crimes bill this Wednesday!

Tell Congress to uphold equal protection for all Americans by voting NO on H.R. 1913! April 27, 2009

The liberal House Leadership has scheduled a floor vote on H.R. 1913, the Local Law Enforcement Hate Crimes Prevention Act of 2009, for this Wednesday, April 29th. Sponsored by Rep. John Conyers (D-MI), H.R. 1913 will make a hate crime -- a crime in which the victim is intentionally selected based on his or her race, religion, ethnicity, gender, etc. -- a federal offense.

The bill seeks to accomplish this by mandating federal criminal prosecution for state offenses, with the possibility of life imprisonment, for crimes motivated by the "actual or perceived race, color, religion, national origin, gender, sexual orientation, gender identity, or disability of any person." H.R. 1913 will also establish homosexual and transgender persons as a protected class of victims by adding the words "sexual orientation" and "gender identity" to Title 18 of the U.S. criminal code.

Make no mistake, H.R 1913 is a dangerous and unprecedented proposal which will transform the criminal justice system and threaten religious liberty by:

* Violating the First Amendment by infringing upon the constitutional guarantees of religious expression and freedom of speech. * Violating the Fourteenth Amendment by deliberately compromising the principle of equal protection under the law for all Americans. * Aiming to silence and punish all opposing viewpoints. * Targeting those who hold traditional beliefs on homosexuality. * Granting more government protection to certain classes of people, particularly homosexuals.

A typical tactic of the LGBT (Lesbian, Gay, Bisexual & Transgender) groups is to distort and exaggerate FBI statistics to their benefit. In 2007, there were 1,521 victims of "sexual orientation" bias, however, 335 of these were incidents of "intimidation," also known as shouting or name-calling. 448 of these crimes were "simple assault," defined as pushing or shoving without physical injury, with 242 of the crimes being aggravated assault, defined as bodily harm. So, in a nation with 300 million people, there were only 242 "violent" crimes committed against homosexuals, bisexuals, or drag queens in 2007.

In fact, in analyzing FBI statistics even further, it is clear that violence as a result of anti-religious bias and racial bias occurs more frequently than sexual orientation bias. Compared to the 1,521 bias crimes against LGBT individuals, 4,956 racial incidents occurred in 2007 -- 908 were anti-white; 3,424 were anti-African American; and the rest were bias crimes against other races. Out of 1,628 anti-religious crimes, 1,127 were against Jewish people; 142 against Muslims; 70 against Catholics; 67 against Protestants; and the rest against other religions.

Not only is H.R. 1913 unconstitutional, it is also unnecessary. The underlying offense, whether it is murder, assault, or any other crime, is already fully and aggressively prosecuted in all 50 states. We do not need a new law; rather, we need strict enforcement of existing laws. All violent crimes are hate crimes and all violent criminals should be severely punished. Elevating particular groups of victims above others and awarding them a special status is not the answer to decreasing crime in America.

TAKE ACTION! The House will vote on this bill on Wednesday, April 29th. Please begin calling, emailing, and faxing your Representatives and tell them you expect them to oppose H.R. 1913!

Addendum: Please keep in mind that an identical bill was passed back in 2007 under the Democrat Majority by a vote of 237 to 180 (House Roll Call 299). Also, last week, H.R. 1913 was reported out of the House Judiciary Committee by a vote of 15 to 12. Republican Members of the committee offered amendments to provide equal protections for other groups, such as veterans, the unborn, and Americans who are frequently victims of violence perpetrated by illegal aliens; however, these amendments were either denied debate or voted down.

Doreen Vigue, a former Liberal host on WRKO explained it this way. Sexual orientation is “added value” to a person’s life. She said it “slowly and clearly” so we would understand.

I'll contact my Congresscritter (Barney Frank) right away.He's always open to persuasion by those who defend traditional Constitutional values as are my two Senators.So I'll personally be responsible for three votes against this piece of.........legislation.

unless I am mistaken, these are the “activities” that would be FEDERALLY PROTECTED:

The Hate Crime law, HR-1913, will make 30 sexual orientations federally-protected. The American Psychiatric Association (APA) has published 30 such sexual orientations that, because of Congress’s refusal to define “sexual orientation,” will be protected under this legislation. These 30 orientations are listed in the APA’s Diagnostic and Statistical Manual of Mental Disorders (DSM-IV), which is used by physicians, psychologists, social workers, nurses, and psychiatrists throughout the U.S. It is considered the dictionary of mental disorders. Those 30 sexual orientations include behaviors that are felonies or misdemeanors in most states.

Among those sexual orientations being protected by HR-1913 are these:

Apotemnophilia - sexual arousal associated with the stump(s) of an Amputee
Asphyxophilia - sexual gratification derived from activities that involve oxygen deprivation through hanging, strangulation, or other means
Autogynephilia - the sexual arousal of a man by his own perception of himself as a woman or dressed as a woman
Bisexual - the capacity to feel erotic attraction toward, or to engage in sexual interaction with, both males and females
Coprophilia - sexual arousal associated with feces
Exhibitionism - the act of exposing one’s genitals to an unwilling observer to obtain sexual gratification
Fetishism/Sexual Fetishism - obtaining sexual excitement primarily or exclusively from an inanimate object or a particular part of the body
Frotteurism - approaching an unknown woman from the rear and pressing or rubbing the penis against her buttocks
Heterosexuality - the universal norm of sexuality with those of the opposite sex
Homosexual/Gay/Lesbian - people who form sexual relationships primarily or exclusively with members of their own gender
Gender Identity Disorder - a strong and persistent cross-gender identification, which is the desire to be, or the insistence that one is, or the other sex, “along with” persistent discomfort about one’s assigned sex or a sense of the inappropriateness in the gender role of that sex
Gerontosexuality - distinct preference for sexual relationships primarily or exclusively with an elderly partner
Incest - sex with a sibling or parent
Kleptophilia - obtaining sexual excitement from stealing
Klismaphilia - erotic pleasure derived from enemas
Necrophilia - sexual arousal and/or activity with a corpse
Partialism - A fetish in which a person is sexually attracted to a specific body part exclusive of the person
Pedophilia - Sexual activity with a prepubescent child (generally age 13 years or younger). The individual with pedophilia must be age 16 years or older and at least 5 years older than the child. For individuals in late adolescence with pedophilia, no precise age difference is specified, and clinical judgment must be used; both the sexual maturity of the child and the age difference must be taken into account; the adult may be sexually attracted to opposite sex, same sex, or prefer either
Prostitution - the act or practice of offering sexual stimulation or intercourse for money
Sexual Masochism - obtaining sexual gratification by being subjected to pain or humiliation
Sexual Sadism - the intentional infliction of pain or humiliation on another person in order to achieve sexual excitement
Telephone Scatalogia - sexual arousal associated with making or receiving obscene phone calls
Toucherism - characterized by a strong desire to touch the breast or genitals of an unknown woman without her consent; often occurs in conjunction with other paraphilia
Transgenderism - an umbrella term referring to and/or covering transvestitism, drag queen/king, and transsexualism
Transsexual - a person whose gender identity is different from his or her anatomical gender
Transvestite - a person who is sexually stimulated or gratified by wearing the clothes of the other gender
Transvestic Fetishism - intense sexually arousing fantasies, sexual urges, or behaviors involving cross-dressing
Urophilia - sexual arousal associated with urine
Voyeurism - obtaining sexual arousal by observing people without their consent when they are undressed or engaged in sexual activity
Zoophilia/Bestiality - engaging in sexual activity with animals

To protect a “sexual orientation” under H.R. 1913 - while leaving that term undefined — is to protect this whole range of bizarre sexual behaviors. It is to normalize by federal law what are still considered to be mental disorders (paraphilias) by the American Psychiatric Association.
