Actually, for Bush it was the USS Greenville, and given the enormity of the scandal it represented, it was pretty quickly swept under the rug.

I remember the Greenville incident (rammed a Japanese fishing boat killing 9 while showing off a manuever to on-board VIPs). The commanding officer took full responsibility. Are you saying that was a coverup for a White House confabulation? I think it would be a mistake to compare the two incidents.
