Unfortunately it seems too many conservatives see power emanating from the top down (D.C.) instead of from the bottom up (local). We can take back the party if we start at the local level and work our way through the county and state levels. That's where the power really is.
Does anyone know: Is it the state parties or the legislatures that set the rules regarding primaries as far as dates/open vs closed?

This was recently challenged all the way up to the Supreme Court by I believe the Virginia state Republican party and I believe they won.
So we now have the power to change this, if we (as the article suggests) organize in enough numbers at the local Republican party levels.
