Obviously, he DIDN"T HAVE ONE!!!! He did at one point. How did he get it? Every time I go to the Motor Vehicle Commission, I have to show 6 points of identification. Passport, Birth cert, SSN, bills, etc. etc.
This drunk killer somehow managed to just "get a license".

In 2003 his driver’s license was revoked for 15 years following a conviction for third-offense DUI. He now will face a charge of misdemeanor motor vehicle homicide, Sgt. Doug Klein said in a police press release.

I think the question addresses the fact that he managed at some time, although he was here illegally, to obtain a drivers license, which was eventually suspended.
