He did have a license. The whole point of that statement in the first place was to point out the fact (you do know what that is, right) that he was issued a license to drive in a country he’s not legally entitled to be in. The fact (inconvenient things at times) that his license (which did exist) was revoked, does not revoke the fact (there it is again) that he had (past tense) a license.
