My guess, if BHO reads it, to make the point that the region was an undeveloped backwater of the Ottoman Empire, sparsely inhabited by Jews, Christians and Muslims. Ecomonic growth arriving only after Jewish immigration began. Tel Aviv, 1909 and today. And it's not because of the Ottomans or the Brits. Or the Arabs, who've developed places like Gaza.
