Essentially, Biden is saying that Kosovo is a sovereign state, but that it's a-ok that Serbia maintains their territorial claim on the region (and, presumbly, act to re-take it).

More likely Biden is making clear the administration's position that Kosovo is independent, but that it doesn't object if Serbia's government maintains a rhetorical claim to Kosovo for the sake of domestic politics -- so long as it doesn't take serious actions on the basis of that claim.
