I do not see anything in this article claiming that Obama is considering this in regard to United States citizens. There is nothing un-Constitutional about this as it pertains to foreign illegal enemy combatants engaged in waging war against the United States.
If this is used against U.S. citizens then it is un-Constitutional if it is used against non-U.S. citizens then it is not.
This is just one of many articles on the subject.

Sweeping, undefined purpose raises worries about military police state
Not according to the U.S. Supreme Court. They've never overturned their decision in Korematsu, which allowed WWII internment of U.S. citizens with Japanese (and some with Italian & German) ancestry.
“There is nothing un-Constitutional about this as it pertains to foreign illegal enemy combatants ... “

Let’s get with the program/agenda, If, unless you want to wind up in a cattle car.
The problem is—according to the living, breathing, empathetic Constitution—conservatives (like unborn children) are not `persons’, while foreign (illegal) enemy combatants (much like “undocumented immigrants” and their offspring are victims of racist American nativists) are not only persons, and entitled to `3 hots and a cot’, medical care, jobs and 600 thread count sheets, but adherents to the Religion of Peace and innocent victims of torture perpetrated by the diabolical Bush administration.

That's not within the powers of the president as set forth in the Constitution.....but he did it anyway....
