They might well be preparing for a repeat of the late 60’s -early 70’s, with riots and civil insurrections. I well recall feeling the need for armored vehicles then, since my Scout Platoon was being deployed to riots in open jeeps and on foot. We need not presume such equipment is intended for us, since the various Leftist groups are just as violent now as they were then.
Or they might be looking South of the Border, at the increased firepower and militant and violent tendencies of the drug gangs.
