Of course I can see a fee for *a* permit, I can also see the City saying ‘hmmm do we want this guy panhandling or providing a service’.

They should have told him one he does not have to have a permit until his monthly income is *x* dollars for two months, and two for every panhandler he could set up on a different corner they would knock one hundred dollars off ;)

Why should anyone need a permit to shine someone else’s shoes?
Is it a highly technical endevour?
Is someone’s health at risk?
Does it infringe on a third person’s individual rights?
Does the Dept. of Permits need a permit?
