The purpose of government is to secure rights. Some people who have control of government misuse government for their own purposes, but that is not the fault of the government any more than it is the fault of a gun when someone misuses it for the purpose of murder.
The purpose of government is SUPPOSED TO BE what you said. In reality the purpose of government has devolved into what I said. The purpose of government at all levels in the USA today is to extract wealth from the serfs and squander it on what the bureaucrats and politicians deem most likely to be beneficial to themselves meanwhile keeping the jackboot firmly on the necks of the citizens.
