She can decide to grant the stay (in effect a temporary injunction on the Bankruptcy Court's authorization of the sale) pending consideration by the entire SCOTUS of the appellant's substantive claim or she can defer the decision to impose the stay to the entire SCOTUS. She cannot rule on the substantive issue, alone.
