Let the poor & elderly petition the churches.

That’s the proper entity to handle this anyway.

Churches can be a little more choosey about continuing to give to those who can work but won’t.

Several problems solved with this approach.

The problem here is that the poor and helpless are being oppressed on behalf of more deserving people ~ e.g. illegal alien college kids who have a need for instate tuition, and so on.

California's government has established priorities for its concern and the people are going to have to live with them.
