Will someone please tell me how we got to the point where we have czars in the United States? How did Obama bypass appointments to institute this practice and who pays for them (as if I didn't know)? The whole concept is unconstitutional. Any person who can issue orders to government employees and order money spent, and who reports directly to the President, is a cabinet official who requires Senate confirmation.
