You are correct. Plus her chin has been modified, elongated.
It is probably a photograph of some other people and they just stick their heads into the photo. Like a Mr. Potato Head Game or Paper Dolls- it’s all inter-changing pieces which are intended to create a composite desired representation of a particular point in time.
That exact pirate hat was likely NOT in circulation until the late 1980’s or 90’s. And the eyepatch is ridiculously large, it drops down-clear to his nostrils, imagine that. fake, fake, fake.
Whoever created this composite IS a complete fool.
My impression is that there was so little photographic evidence available of the two of them being in the same place at the same time, that it was necessary to modify them both from separate photographs, and place them as they did, next to each other.
