Health director Lombard faces child sex charges (Students described Lombard as a good teacher)

A University employee was charged by the FBI with child sex abuse June 24 in U.S. District Court for the District of Columbia.

Frank Lombard, 42, associate director for the Health Inequalities Program at the Center for Heath Policy, is charged with enticing an undercover police officer over the Internet to take part in interstate travel in order to engage in an illegal sex act with a minor during a sting conducted by the FBI and Metropolitan Police Department for the District of Columbia's Child Exploitation Task Force, according to a news release from the FBI. According to The (Raleigh) News & Observer, Lombard waived an extradition hearing June 26 and was held without bond in the Durham County Jail until his extradition to Washington, D.C. this week.

The FBI declined to give further comment on a pending investigation.

Lombard has been placed on unpaid administrative leave pending the conclusion of the investigation, said Michael Schoenfeld, vice president for public affairs and government relations. He added that the University is cooperating with the investigation.

According to Detective Timothy Palchak's affidavit, a confidential informant told the FBI he had knowledge of people engaged in child molestation online. The report said the criminal prosecution against the informant is still pending, but no plea deal was reached in exchange for the information.

The informant told investigators that a customer of ICUii-an online program that offers "adult, discreet videochat," according to the company's Web site-with the user name "cooper2" or "cooperse" had performed acts of child molestation and broadcast it over the Web site. A subpoena sent to ICUii June 15 confirmed that the "cooper2" user name identified by the informant belonged to Frank Lombard, according to the affidavit.

After the sting operation began, the officer alleges that over the course of a Yahoo! Instant Messenger conversation June 23, Lombard-using the display name "F L"-confessed to multiple acts of sexual abuse online using the ICUii video chat program. Lombard identified the minor he had molested as his 5-year-old, black adopted child.

Lombard also offered to allow the undercover officer to watch him perform sexual acts on the child via ICUii and fly to Lombard's home to have sex with the child himself, according to the affidavit.

"He further told your affiant that he lived in Durham, North Carolina with his live-in homosexual partner," Palchak wrote in his affidavit. He went on to write that "F L" said his partner did not know about the abuse, but when his partner leaves for an upcoming business trip, it "would allow him the ability to molest the child just as he did the last time the partner had left town."

Lombard has been employed at Duke for 10 years. In addition to his responsibilities at the Center for Health Policy, Lombard taught an undergraduate course in the public policy department-"Intro to the U.S. Health Care System"-in the past and was scheduled to do so Fall 2009.

Students described Lombard as a good teacher and someone who knew a large amount about the subject he was teaching, although they said they were not close to him outside the classroom.

"He was definitely very knowledgeable on the topic we were covering in class and I can't say much bad about him as a professor," senior Bryan Fox said. "He was a great teacher."

Multiple colleagues of Lombard declined to comment for this story.

Sadly, it will take about a hundred more of these types of stories for most people to understand that the home of a homosexual is the WORST possible place you can put an orphan boy.

There is an interesting comment by “Jenny” on the Chronicle website that connects a nurse allegedly giving false testimony in the Duke lacrosse team case to the Lombard case, suggesting a web of corruption and cover-up at Duke and in the city attorney's office. Here is part of her post:

“Why haven't the not so sharp minds (apparently) at the Chronicle not ... questioned why Sherri Zann Rosenthal (Duke ‘79), who is the founder of the commune Emo Commons that advertised itself as welcoming adults of all “affectional orientations” (did that “all” include pedophiles?), neighbor of Lombard, also the senior assistant city attorney for Durham, the partner of a woman who is a high ranking academic in the nursing dept at Duke, that put Tara Levicy [prominent witness in the Duke lacrosse case] on the unusual fast track to receive her license when she hadn't completed the required time, something the department and university refuses to address? Rosenthal’s commune threatened members of the press when they went to the neighborhood seeking comments from Lombard's neighbors.

Given the city attorney's office bizarre, gleeful, unprofessional behavior and comments during their involvement in the lacrosse case, and Sherri Zann Rosenthal was in her position during that period, one has to wonder about possible corruption in that office. City officials have no right to threaten the press, even through mouth pieces and affiliates.”

That’s certainly interesting!

It appears that if you’re the right kind of person (in this case, gay) you can get away with anything.

I have always wondered what happens when one of the left’s protected groups (gays, blacks and feminists) run into each other. Who do they side with?

Obviously, even though they get all their popular support from blacks, they side with gays. Interesting.

Interesting. The homo-erotica is awful, and disgusting, but the other titles are a clue to the delusion that is “liberalism”, and what passes as anti-racist.

Evidently Lombard believed in his soul that by taking in a five-year old black boy as a lover, he would magically erase that which he believed to be his own natural white racism.

This is much as some black South Africans believe they can erase AIDS by raping young girls — infants!

I do not believe white racism is "natural", nor that erasing it was Lombard's motivation. He was quoted in his conversations with police as saying that black children are easier to adopt. If anything, his actions affirm his racism.

My statement about Lombard’s possible personal belief system comes from looking over his Amazon reading list. That list has been pulled from Amazon. It was mostly homosexual hard core, with a significant minority of books about racism and black American identity. And also, iirc, some books for children. Depraved.

I don’t agree with your conclusion from the reading list, which I also viewed. White, gay Frank Lombard was sexually exploiting a black child from infancy, and I am not buying yours or anyone’s redemptive psychoanalytical rationales for the evil intentions behind his evil actions.

Words have meaning. Words always matter. Words are what will be used to defend this vile individual in a court of law. Words posted on this web site get bandied on television these days. It matters to me what gets said about this case and how our FR community views the incomprehensible evil of adopting a powerless, dependent child for the purpose of raping him from infancy onward, clearly with the knowledge of wrongdoing, since the "perv dad" took pains either to conceal his acts from his partner, or to cover for his partner's involvement.

The child's race is an issue because of Lombard's statements to the sting cop that it was easier to adopt a black child; and also because of the recent past's racist feeding frenzy the Duke community engaged in when characterizing white lacrosse players as guilty racists when, in fact, they were innocent of the charges, and should have had the benefit of a presumption of innocence. This case, where the gay male "perv dad" admitted his culpability to the arresting officer, is receiving hands-off treatment both from Duke and from the media. Those are the criminal and social issues. As for his psychology, pffffffft. Evil is evil. There was simply no excuse; and none should be made at his trial.

It is also vile that the newspapers keep printing as a foregone conclusion that his maximum sentence will only be 20 years. The child has been subjected to a lifetime of crippled development.
