The hope is that the legislation will inspire other countries to also act.
It will. For example, I can see China acting to build 5,000 coal-fired power plants to power all of the American jobs that will be going overseas.

Beginning? And it’s a combination of both - evil and insane - but one could characterize most of Congress - Democrats at least - in that same way.
Try asking 5 people today what do they know or think about the Cap and Trade / energy bill that is before the US Senate?
If you get one person who has any idea what this is and/or what are the implications of it should it become law - as it is poised to do - I will be very surprised.

May I add to your Post by saying : ask any 5 Senators who may have to vote on this bill if they have read it and understand what they have read.
I would be surprised to get one honest answer.
The Democrats of course dont have to read it. They vote in concert when they are told to., but at the very least one of the Republicans should read it and tell the others what’s in it.

And that, Jackson testified, leaves out the benefits of addressing global warming, such as more jobs, less money flowing overseas to oil producers and averting the floods, drought and disease expected to come when the Earth's temperature rises.
